Acceptance of the consignment note obliges the consignee to pay to the railway the amounts chargeable to him. On expiry of a further period of two years, the General Assembly shall consider whether the attitude of that State should be regarded as a tacit denunciation of the Convention and, where necessary, shall determine the effective date thereof. If the consignee exercises any of these rights, he shall pay in advance the cik chargeable against the goods.
Should the interested party not attend, or should the verification take place in transit, it shall be carried out in the presence of two witnesses not connected with the railway, unless the laws or regulations of the State where the verification takes place provide otherwise.
